                                          MESSAGE


DRDA Lohit / Anjaw District is located in the Eastern Most part of the country. These districts are different from any other district of Arunachal Pradesh. To reach Tezu, the HQ of Lohit we have to cross four to five rivers by country boat. During summer season some parts of district remain cut off from rest of country for many days. The Monthly Newsletter Gramin Bharat could not be published due to paucity of fund under DRDA Administration. Despite several difficulties DRDA Lohit and Anjaw District is putting best effort to improve poverty alleviation programme. I am very much grateful to Chairman DRDA and Chief Executive Officers for their rightful guidance

BACKGROUND OF LOHIT AND ANJAW DRDA


Lohit District is situated in the eastern part of Arunachal Pradesh having a Geographical area of 11,402 Sq. Km. According to the population census of 2001 total population of this District is 1,43,478, out of which 26,596 is urban and 1,16,882 is rural population. The District is one of the most backward districts of the state where Rural Poverty is still in higher position. To alleviate this Rural poverty with the help of various centrally sponsored programme, this DRDA was established in the year 1983. 

The DRDA, Lohit District has 7 CD Blocks viz. Tezu Namsai, Wakro, Hayuliang, Hawai Lekang and Chaglagam. This DRDA has 12 Anchal Samities i.e. Hawai, Manchal, Chaglagam, Hayuliang, Tezu, Sunpura, Wakro, Chongkham, Namsai, Ningroo, Lekang and Upper Lekang. These 12 Anchal Samities have been divided again in 174 Gram Panchayat Constituencies. 

The main function of DRDA is to implement the centrally sponsored/ State Plan Programme for alleviation of Rural Poverty. For assessment of Rural Poverty BPL Census is conducted after every Five years. Last BPL Census was done during the year 2004. According to 1997 Census there were 10,823 Rural Families in this District out of which 8,800 families were below the Poverty line. This year also BPL Census has been conducted for assessment of Rural poverty for the 10th Five year Plan. No of BPL families is yet to be ascertained considering several factors. 2004 BPL census is on the process of finalization of existing BPL families.

For alleviation of Rural Poverty, this DRDA is implementing various Centrally Sponsored Programmes every year. Details of some important programmes implemented by this DRDA is highlighted blow:

ORANGE GARDEN AT WAKRO

                         
  SWARNAJAYANTI GRAM SWAROZGAR YOJANA (SGSY)

This DRDA has been able to mobilize 30 numbers of Self Help Groups although some groups are not very active. BDO’s are trying to peruse Villagers to organize SHG instead of individual choice for assistance under SGSY. Till now we are able to release revolving fund for 19 Groups. Second grading has been done to 2 groups and full fund have been released for key activities. 

We are also able to organize 98 SHG in IWDP programme which will be linked with SGSY.

In remote locations our State Cooperative Apex Bank is financing SGSY beneficiaries but due to their cash liquidity problem people of apex Bank cover areas are facing difficulties. 

                                                              
                                                                                 SGSY INFRASTRUCTURE

One scheme for construction of open type marketing shed at Ningroo Anchal Samity HQ was proposed and executed by the office bearer within an estimated cost of Rs. 3.00 lakhs. Once in a week, the villagers from nearby villages bring crops and vegetable, fruits, rice and other commodities which is produced in their own agricultural fields. These items are sold to the local consumer at very reasonable prices and to the merchants thus establishing a direct link between the local producers and the consumers due to which both is benefited.

                                                                                 HARIYALI /IWDP

1. DRDA LOHIT has one IWDP project and 3 Hariyali Project in Namsai Wakro Block , Lekang Block, Hawai Walong block and Tezu Block
   respectively.

In Namsai Wakro block several self help groups and projects have come up. One of the remarkable projects which had saved entire Chongkham area in 2004 flood was Check Dam at Emphum. The river Teyang originated from Tengapani River flowing through several villages and agricultural land. During rainy season these areas are affected causing damage to life and properties. This problem has been eliminated by constructing Check dam at Emphum.

                                                                 TRAINING ON HARIYALI PROGRAMME

Training on Hariyali was organized at Mahadevpur on 9/12/;2005 by BDO in which N. Ete PD DRDA Tezu chaired the programme . In the training PD, APO (RE) and BDO explained to the villagers , SHG and PRI members about guideline of the Hariyali . Trainees had been asked to execute scheme as per guide line of the Programme 


                                                          



                                                                     INDIRA AWAS YOJANA (IAY)

Dream of every poor family is Roti Kapra aur Makan. One of such dream can be seen in the following pictures, a beautiful house constructed under IAY in Telluliang village. The total cost of Fifty percent of the house was borne by the beneficiary Smti Milim Tamai. Cost amount assisted by the Govt. was RS 27500/. 




Rural sanitation need much attention . Without good health and hygiene there is disturbance in the family due to various illness. We hope and try to build this type of sanitary toilet under IAY up gradation. This Toilet is constructed by Joibala Manyu 

                                                                


SAMPOORNA GRAMEEN ROZGAR YOJANA (SGRY)

Under Anchal Samity Share, Namsai Anchal Samity

After the constitution of Panchayati Raj Institution in Arunachal Pradesh and consequent active participation of the PRI functionaries of both Namsai and Ningroo Anchal Samities were facing acute difficulties in carrying out functions at individual level and as PRI body for want of their office building. In order to overcome this practical difficulty, both the Anchal Samities decided to utilize the fund earmarked against their respective Anchal Samities under SGRY Anchal Samity Share for the year 2004-2005 and 2005-2006 for construction of Panchayat Ghars at Panchayat HQ’s i.e. at Namsai and Ningroo. Accordingly the works have been taken up in a proportionate and phasing manner for the execution of these works as per the norms and regulation of SGRY and availability of fund of the respective Anchal Samities. Construction of Panchayat Ghar for Ningroo Anchal Samity is nearing completion and the building portion of Panchayat Ghar at Namsai is completed. Details of Project are appended below:

Under Anchal Samity Share, Chongkham Anchal Samity

During the Block level SGRY meeting and finalization of schemes it was decided that construction of passenger shed at Kherem Charali and Chongkham Charali should be given top priority as the local inhabitants and villagers of the area and villagers of the area and adjoining areas are facing a lot of difficulties in absence of a shed during rainy season to act as a temporary shelter for man and materials. Hence the scheme was taken up and executed during the year successfully. Details of Project are appended below:

Under Gram Panchayat Share, Namsai Anchal Samity

Roads act as a primary means for Inter village connectivity and with HQ to improve the overall condition of the area and adjoining areas as it plays a crucial role to facilitate the smooth implementation of all developmental activities. Village link road from Inter District Road towards Namsai 2nd Mile and connecting Koseng village needed immediate repair over the existing one detoriated and worn out over time, to enhance its effectively, as suggested by the PRI functionaries of the area and incorporated in the AAP 2004-2005. Hence the project was taken up during the year and implemented with available fund of 15170 successfully as per norms of SGRY.

Under Gram Panchayat Share, Chongkham Anchal Samity

With increasing awareness regarding education and population, existing infrastructural support need to be upgraded, extended to fulfill the need of the hour. The school administration and the students of the primary school at Chongkham were facing such problem for some time due to shortage of classroom. The school was in dire need of additional classroom. Hence in order to provide additional classroom at primary school Chongkham, the Panchayati Raj Institution of Chongkham Anchal Samity decided to utilize a proportionate share of the fund allotted to it under SGRY Gram Panchayat Share during 2004-2005 for construction of classroom for Govt. primary school Chongkham.
