DEVELOPMENTAL AND PUBLIC WELFARE SCHEMES OF TEXTILES AND HANDICRAFTS DEPARTMENT UNDER LOHIT DISTRICT:-

  • Training Schemes:-

The Deptt. of Textiles and Handicrafts are running various training courses for skill Development to local youth in the trade of Handloom Weaving, Wool Knitting, Cane and Bamboo & Wood Carving in the District.

At present, the Deptt. has 1(one) number Craft Centre at Tezu and 1(one) Number Weaving Centre at Wakro with its objectives to provide skilled development training for self employment and sustainable income generation.

For getting admission in any of the trade age should be 14 to 25 years and there is no educational qualification bar. However, the preference is given to educated candidates. Duration of training courses varies from 1 to 2 years.

Govt. paid Stipend to APST candidates only @ Rs.3000 per month.

  • Production Scheme:-

The Deptt. facilitate the Craft Persons/passed out trainees to take up production programme in various trades as per Scheme sanctioned by the Govt. for self employment and income generation.

Here, the production workers get the labour charge/production charge of the products produced by them.

  • Marketing Scheme:-

The Deptt. extends marketing support by procuring artisens good quality finished products under the working capital and Revolving Fund Scheme of District Emporium.

  • Exhibition Scheme:-

The Deptt. facilitate the local artisans and Weavers to participate in various exhibitions/fairs/mela at District, state and National level where also get wide publicity and exposure of their Handloom and Handicrafts products.

  • Flagship Programe of the Chief Minister and Prime Minister:-

  • Deen Dayal Upadhaya Bunkar Yojana:-

This Scheme has been launce by the Hon’ble Chief Minister of Arunachal Pradesh on 17th July 2017 to encourage the women Weavers to access affordable under this Scheme maximam of Rs.2 Lakhs loan will be applicable and interest subvention 7% admissible.

  • Chief Minister Indigenpous Textile Promotion Scheme.

Under this Scheme free distribution of fine quality Yarn distributed to the selected Weavers who are poorer section of the society and to promote the traditional Handloom cloths of the local Community.

During 2017-18 no any distribution of Yarn could be made due non receipt of Yarn from the Govt. Craft Supdt.(T & H) OF Textile and Handicrafts.Deptt, Tezu

  • Deen Dayal Upadhayaya Swalaban Yojana (DDUSY):-

The Scheme envises to encourage unemployed Youth and entrepreneurship and to gain access to low cost Capital for entrepreneurship.

  • Under this scheme a provision of 40% back ended Capital investment subsidy to the beneficiaries has been made who wish to set up small and medium enterprises with a loan from Rs.10.00 Lakhs upto Rs.50.00 Lakhs excluding cost of land and building.
  • The loan component would be 30% of the project cost.
  • Entrepreneurs would be required to contribute at least 30% of project cost as their contribution.
  • Women entrepreneurs will be additionally eligible for 5% interest subsidy annually provided the entrepreneur does not become Non-Performing Asset (NPA).
  • Entrepreneurs will be required to be registered under start up India Scheme.

The Sector covers under this Scheme with regard to Textile and Handicrafts is Traditional Textile Weaving Modernizations of Traditional looms to start a new Weaving Unit.

  • Pradhan Mantri Weavers MUDRA Scheme:- Under this Scheme the local Artisans/Weavers may avail financial assistance from the Govt. and financial Institution to set up their own unit for self employment and sustainable income generation.

MUDRA stands for Micro Unit Development and Refinance Agency ltd. Under MUDRA scheme there are 3 (three) Categories of loan:-

  1. Shishu Category for loan amount up to Rs.50,000/-
  2. Kishore category for loan amount up to Rs.5,00,000/-
  3. Tarun Category for loan amount up to Rs.10,00,000/-

The Ministry of Textiles Govt. of India provide margin money of Rs.10,000/- irrespective of categories of loan and the interest subvention is 7% P.A collateral Gurantee & Subsidy on interest rate borne by the Govt. of India for a period of 3(three) years.

Sericulture( Research UDYOG):-

Sericulture activities are one of the profitable farming for the farmers. This can be taken up by the farmers as cash crops. It can be cultivated by replacing Opium as an alternate source of Sustainable income generation of the farmers.

In Lohit District plenty of land available which can be commercially utilized for sericulture activities. There can be 3(three) categories of Sericulture activities taken up in this District such as Eri, Muga and Mulbery and by producing natural raw materials i.e. Cocoons and Silk Yarn.

The Farmers can earn Rs.40,000 to Rs.45,000/- per Acre per year by Sericulture farming.

The Chief Ministers Indigenous Textile Promotion Scheme or in Short we call it CMITPS is the Flagship Programme of the Hon’ble Chief Minister of Arunachal Pradesh.

The main objective of the Scheme is to provide much needed help to poor but expert in various beautiful tribal motif Handloom Weavers who are living in Arunachal Pradesh.

Arunachal Pradesh has a strong and Traditional base in the field of Handloom Weaving where every Arunachal Women folk are Weavers.Women Weaver in their spare time. Infact, every house hold Weaver their own fabric for daily use and also for use in local festivals.

Weaving activity is only 2nd to Agriculture activities in the state. In Arunachal Pradesh more than 1 Lakh Weavers as per the Handloom Census is concerned.

In Arunachal Pradesh, there are 26 Major tribes which have district Handloom designs of each tribe. So, in order to promote and preserved the traditional dress materials, The state Govt. has introduced such scheme to provide fine quality of cotton yarn to indigeneous Weavers of the District and this will lead towards income generation and upliftment of economic Status of the household.

The Department has plan for future course of actions etc. i.e to improve the Technology of Weaving and others like Knitting works, Cane and Bamboo work, Wood Carvingetc.by introducing Semi automatic / automatic loom, Machinery, production of finished goods.

The Department is also taking various step introduce Sericulture activities in every villages of Lohit District. There are lot of Suitable Land laying idle nearly every villages of the District, Sericulture farming is also a alternative services for Rural Employment and Ssocio economic upliftmet.

The Department is also taking the various step to encourage the Assistant by providing loan facilities under Deen Dayal Upadhyaya Swalamban Yojana(DDUSY).
