The Dy. Director of School Education control District Educational Administration. The District has no educational blocks at block level, So, C.D. blocks are co-terminus. The BEO looks after block educational administration at the circle / block level. There is a B.R.C at every block and 6 C.R.C at cluster level. The Principal and Headmasters control school administration and management at schools of various levels. School Management Committee and School Management and Development Committee with the help of PRI members are looks after planning and administration of School level respectively. Management information system in the district is being used for planning and management of school education on various schemes.

  • Samagra Shiksha Abhiyan (Integrated Scheme on School Education)

Samagra Shiksha Abhiyan is the Integrated Scheme on School Education envisages the ‘school’ as a continuum from pre-school, primary, upper primary, secondary to Hr. Secondary levels & Teacher Education. The vision of the scheme is to ensure inclusive and equitable quality education from pre-school to higher secondary stage in accordance with the Sustainable Development Goal (SDG) for Education and is introduced in the year 2018-19. Various activities being cover under this scheme like Physical Access, School infrastructure, Teachers, Teacher Training, Teaching Learning Equipment, ICT, Out of School Children, Inclusive Education, Kasturba Gandhi Balika Vidyalaya, Residential Hostel, Girls Hostel, SMC/SMDC Training, Community Mobilization, Vocational Education, etc.

Teachers Training/Training of Resource Persons: – In-Service Teachers Training Programme for Capacity Building and Quality Education under RTE-SSA has been organized at block level with a motive to ensure Quality Education in the schools so that classroom teaching can become interesting, enjoyable and child centered with innovative activities.Resource Persons in their turn tried their level best to impart their knowledge to the participants and trainee participants were also satisfied and assured that they would certainly try to practice useful tips & techniques to make classroom child friendly and lively.

  • Mid Day Meal

Mid Day Meal Scheme is the largest school feeding programme of the Ministry of Human Resource Development, Government of India designed to improve the nutritional status of school-age children nationwide. The principal objective of the scheme is to remove classroom hunger and provide nutritional support to the children at elementary school level that encourage the children especially of disadvantaged groups to attend school regularly.

Components of Mid-Day Meal Scheme

  • Foodgrains:

    The food-grains is procured free of cost sponsored by central govt. Primary covering classes I- V @ 100 gm & Upper Primary covering Classes VI-VIII @ 150 gm per Child/ meal day.

  • Cooking Cost:

    It includes pulses, locally available green vegetables, firewood & seasonal fruits. Primary @ Rs.4.13/- only & Upper Primary @ Rs. 6.18/- only per child/meal day.

  • Cook-cum-Helper:

    Cooks are given the honorarium of Rs.2000/- per month for 10 months annually.

  • Transportation:

    The food-grains is being transported and delivered to schools by the Carriage contractor appointed by the district authority seeing all the norms & guidelines of the scheme.

In Lohit District, the Mid-Day Meal Programme is implemented smoothly in all schools of Govt. and Govt. Aided Schools. The mid-day meals are cooked in kitchen sheds by cook-cum-helpers under the supervision of Teacher in charge and Headmaster/Principal. Occasionally the members of SMC/ PRI / MTA also visit the school during mid day meal serving hours. Before serving the meals to the children teacher in charge/headmaster test the food.

The District level monitoring structure comprises the Deputy Commissioner as chairman, Deputy Director of School Education as member secretary with the other lower layer officers/officials like District Coordinator, Block Education Officer of the district carried out inspections and monitoring of the scheme in the district.



The Govt. of Arunachal Pradesh has launched a new scheme for promotion and continuing school education of the girl child called “Vidya Scheme” in the territory of Arunachal Pradesh from the academic session 2013-14 onward.

The main aims of the scheme is to promote girls education and prevents child marriage by providing financial assistance/incentive a fixed deposit of ` 10,000/- (Ten Thousand) per girls who has successfully passed Vth standard examination and enrolled in class- VI in the state Govt. and Govt. aided schools.

In the district, 248 girls have beneficiaries under this scheme during the year 2017-18. Their incentive amount has been kept in fixed deposit at SBI Bank in the name of every girl beneficiaries to be encashed after completing class-XII.

  • Health & Hygiene Scheme (Sanitary Napkins)

The Govt. of Arunachal Pradesh launched Health & Hygiene Scheme (Sanitary Napkins) for promotion of Menstrual Hygiene. The aims and objective of scheme is to increase attendance of adolescent girl students in the school by providing financial assistance or incentive to class-VI to XII girl students of Govt. and Govt. Aided Schools @ 50/- per month/girl for provision of Sanitary Napkins for better hygiene of girl students to retain them in the school during their menstrual periods.

Under this scheme, 1272 girl students have been benefitted at Elementary Level and 1577 at Secondary Level during the year 2017-18.

  • Hostel Stipend

Stipend means monthly allowance payable in lieu of ration only to the bonafied students of Arunachal Pradesh under this scheme. Their stipend is deposited in their Aadhar seeded saving bank account. No cash payment is made.

  • Chief Minister’s Award for Excellence in Quality Education

A) Chief Minister’s Best School Award

The Govt. of Arunachal Pradesh launching Chief Minster’s Flagship Programme from the academic session 2013-14 for “Best School Award” in the District in the field of quality Education and all round development of school in the District.

Under the Chief Minister’s “Best School Award” Govt. Secondary School, Telluliang was awarded for “Best School” of Lohit District for the session 2016-17 on the basis of prescribed parameters.

B) State Excellence Award for Teachers

Under the Chief Minister’s Flagship Programme the department of Education, Govt. of Arunachal Pradesh confers “State Excellence Award” to the Principal/Headmaster/Teachers of Arunachal Pradesh from the academic session 2013-14. The total number of awards has been restricted to 6 (six) only, Each award will carry a merit certificate and cash award of Rs.50,000/- (Fifty Thousand) only.

Smti Bamsai Chaitom, TGT, GUPS, Tezu No.-I and Sri Nagendra Nath Sharma, TGT, GUPS, Danglat was awarded for Best Teacher under Chief Minister Excellence Award from Lohit District since 2016-17.


Acharaya Dronacharya Gurukul Yojana has been launched in the state w.e.f. 1st April’ 2018. The aims and objective of the scheme is to identify the intellectual students studying in Government Schools and Kasturba Gandhi Balika Vidyalaya (KGBV) to promote science subjects in the state, promote meritorious students who wish to study outside the state and to provide mentoring to the meritorious students for excelling in their field.

To implementation of this scheme A District Level Executive Committee (DLEC) has been constituted comprising with following members

  5. Superintendence of Police : Member

Under this scheme, the department of secondary education will conduct Talent Hunt Examination for the student studying in Government Schools and Kasturba Gandhi Balika Vidyalaya School (KGBV) for classes VI and Class IX. The top ten students from both the classes will be chosen on merit basis.


Chief Minister’s Samast Shiksha Yojana has been launched in the state w.e.f. 1st April 2018. The main objective of the scheme is to provide decentralization of planning at the district level, provide flexible pool of resources for maintaining of government schools and colleges and bridge the critical infrastructure gap in technology and to improve the quality of education imparted in schools and colleges by giving funds in the district. The scheme is not applicable to Govt. Aided School, Private Schools/colleges and central govt. school.

All the district level, there will be district level executive committee which will be headed by the respective Deputy Commissioner and comprising of all the line of Departments. The district level committee shall be comprised of following members.

  3. DDSE – Member secretary
  4. Other members – District Planning Officer, District Art & Culture Officer, DIPRO, DMO, DDSW&CD, DDMO, DFO, Executive Engineer-PHED, Power, PWD,RWD, Two Principals  (One Male & one female), Two Principals of College / Polytechnic, co-opted member.

The District Level Executive Committee shall draw the Annual Action Plan for the District by keeping the view the objectives of overall balanced distribution of resources and assessment mdae by the district committee in the gap in physical and non physical infrastructure in the various Government Schools and college of the district.

In Lohit district a District Level executive Committee and CMSSY has been constituted on 29/06/2018 with the following composition of members as laid down in the guideline CMSSY and prepared an Annual Action Plan for the year 2018-19 and working in that direction.


The State Education Department, Government of Arunachal Pradesh has taken up the modernization of teaching through new IT method during 2017-18. The installation of smart classroom programme under CMASY in all over the district has seen enthusiastic response of the students/teachers in the State.

In Lohit Distrit the smart classroom teaching under CMASY has been introduced in 20 (Twenty) different schools. It’s covered 2 (Two) Higher Secondary School, 7(Seven) Secondary Schools, 5(Five) Upper Primary Schools and 6(Six) Primary schools. It seems tremendous response in those schools.


Under this scheme, the State Government has taken up the project of establishment of Residential Model School in all the district of Arunachal Pradesh.

In Lohit District, Govt. Secondary School, Tezu has been upgraded to Model School during 2017-18. A District Level Executive Committee (DLEC) has been constituted comprising with following members:-
